Washington Aqueduct operates as a United States Federal entity. All employees are Federal civil service employees. Personnel and procurement activities are tied to Federal system and regulations.

Washington Aqueduct receives no federal appropriations; all operating costs and capital investments are borne by customers - DC Water and Sewer Authority; Arlington County, Virginia;and the City of Falls Church, Virginia.
