Wholesale Customer Board


Washington Aqueduct receives no federal appropriations; all operating costs and capital investments are borne by customers; DC Water and Sewer Authority; Arlington County, Virginia;and the City of Falls Church, Virginia. Strategic directions and budgetary guidance comes from the Wholesale Customer Board.

The Wholesale Customer Board operates at two levels.

  • Board Principals, including
    • General Manager, DC Water and Sewer Authority
    • County Manager, Arlington County
    • City Manager, City of Falls Church, and

  • Technical Committee, including
    • CFO and Senior Engineer Management Representatives
    • Receives updates on operations, financial execution, and issues affecting or potentially affecting the treatment process
    • Works with Washington Aqueduct management on budget development and treatment change proposals.

The Technical Committee and Board Principals meet on a regular annual schedule, with additional meetings scheduled as needed.


Interested parties are invited to attend Wholesale Customer Board meetings.

For security purposes, anyone planning to attend a Board meeting MUST contact the Washington Aqueduct no later than noon the day prior to the scheduled meeting to register with the Security Office. You may register by calling 202-764-2946 or by email to david.bankard@usace.army.mil. To register you must by a U.S. Citizen and you will be required to provide your name and social security number. Upon arrival at the Dalecarlia Water Treatment Plant, you will be required to show proper identification.
